SIZEIT is a TSR ruler with horizontal and vertical positioning.
Hotkey, CTRL+ALT+RightShift (not modifiable), brings up the ruler.
Ruler(s) can be positioned anywhere on the screen, using the arrow keys.  

Extremely useful for determining exact position of objects on the screen.
