CPUSPEED is a utility is for slowing down the CPU for DOS retro gaming. 
It does this by programming the hardware directly to control the CPU's 
cache, multiplier (if unlocked), and frequency throttling. By using the 
3 controls, it is able to have fine control over CPU speed, and can slow 
these CPUs all the way down to 486/386/286 speeds.

Note: As control is by manipulating hardware settings and not by using a 
TSR, no memory is used, and setting remain until changed (or a reboot).
